PAYMENTS_PROFILE_ACTIVATION_RATE_LIMIT_EXCEEDED

To activate ad serving in a customer account, it has to be linked with a payment profile (also known as a Billing Customer Number, or BCN), which is then billed for the costs incurred by that customer account. This error will be thrown if too many customer accounts are activated in a short period of time for the same payment profile. Once this rate limit is exceeded, the customer should wait for a week before trying again, or contact Google Ads customer support to reset the rate limits.
