Campaigns automatically inherit customer goals unless campaign-specific goals are set.
The goal config level indicates where campaign goals are defined: unspecified, unknown, customer, or campaign level.
CUSTOMER level means goals are defined at the customer level.
CAMPAIGN level means goals are defined at the campaign level.
