To use bid simulations, a campaign must meet the following requirements:
You must have an established criterion, ad group, or campaign to provide
the system with baseline information from which to generate predictions.
The account must not be a test
account. Bid simulations are based
on past performance. Because test accounts don't serve ads, they have no
performance history.
Additionally, bid simulations work with Search-Network-only campaigns,
Display-Network-only campaigns, Shopping campaigns, and Hotel campaigns. For
Display Expansion on Search, only information pertaining to the Search
Network portion of a campaign is returned.
