Tạo ưu đãi thuê bao mới. Chỉ gói cơ bản tự động gia hạn mới có thể có ưu đãi thuê bao. Trạng thái của ưu đãi sẽ là DRAFT (BẢN ĐỒ RANH) cho đến khi được kích hoạt.
