If an enterprise has a group license for a product, the Grouplicenseusers resource allows you to retrieve the IDs of all users in the enterprise who have been granted entitlements under that license.
If an enterprise administrator marks a group-licensed app as unapproved in Google Play, the entitlement to the app might still be on a user's device if the app is already installed. You can use this resource to identify users of unapproved apps.
