패스 발급자는 Google Wallet API를 사용하여 Google 월렛 사용자에게 모든 유형의 패스를 발급하는 개인 또는 회사입니다. 패스를 만들고 발급하려면 먼저 Google Wallet API 발급기관 계정에 가입해야 합니다. Google Wallet REST API를 사용하려는 패스 발급기관은 Google Cloud 콘솔에서 Google Wallet API를 추가로 사용 설정해야 합니다.

Google Wallet API 발급기관 계정을 사용하면 패스를 만들어 Google 월렛 사용자에게 발급할 수 있습니다. 발행자 계정을 사용하면 Google Pay 및 월렛 콘솔에서 Google Wallet API 대시보드에 액세스하여 계정을 관리할 수 있습니다.
