首次创建发卡机构帐号时，该帐号处于演示模式。在演示模式下，您只能向以下 Google 钱包用户发放卡券：帐号拥有发卡机构帐号的“管理员”或“开发者”角色，或由您在 Google 钱包控制台中添加为测试帐号的用户。
您获得发布权限后，系统还会从您的卡券中移除“[仅限测试]”注释。
如需向任何 Google 钱包用户签发卡券，您必须申请发布权限。Google 钱包团队会审核应用发布权限请求，以确保卡券发行方满足特定前提条件。
前提条件
在申请发布权限之前，您必须完成以下步骤：
完善您的商家资料
商家资料可向 Google 电子钱包团队提供有关您商家的基本信息，并有助于验证您的发卡机构帐号是否属于真实的商家、组织或个人。
如需完善商家资料，您必须提供商家信息，并设置付款资料或选择现有付款资料来标识您的商家。如需完善您的商家资料，请转到 Google Pay & Wallet Console，然后点击左侧导航栏中的“商家资料”。
创建至少一个卡券类
几乎所有卡券类型都需要卡券类才能向 Google 钱包用户颁发卡券。您需要先创建至少一个卡券类，然后才能获得发布访问权限。如需详细了解卡券类，请参阅卡券类和对象概览
准备好卡券屏幕截图
在申请发布权限之前，请准备好应用/网站上卡券的屏幕截图、卡券详情页面以及包含“添加到 Google 钱包”按钮的页面。
