• Adds the PALNonceRequest.iconsSupported property to indicate skippable ad support when using the nonce in an ad request.
• Updates the GTMSESSION_RECONNECT_BACKGROUND_SESSIONS_ON_LAUNCH reconnection behavior to happen on app start instead of on app load.
