AdWords API access levels
- Basic access
- This is the default access level for all approved developer tokens. Basic access allows developers to execute up to 10,000 operations and download up to 1,000 reports per day.
- Standard access
- This access level provides unlimited daily operations and report downloads to qualified developers. Developers can request this access level by completing the standard access application.
There is no charge for either access level.
API Operations
A get
operation is counted as one operation, regardless of the
number of results objects. For a mutate
, each mutated item counts
as one operation. For a BatchJobService job, each operation is counted
separately. The following table gives some examples of the accounting:

Report downloads do not count towards the daily operations quota but are subject to the 1,000 downloads per day limit for developer tokens with basic access.
Non-compliance fees
If you are subject to Required Minimum Functionality, the API Review Team will audit your tool to ensure compliance. If the audit results in a finding of non-compliance, you will receive notice that the enforcement period has begun according to the following schedule:

- The fee is based on the number of operations (or the number of report downloads) during the previous 30-day period, either $1 for every 25,000 operations or $1 for every 25,000 report downloads, whichever is greater. The resulting calculation will be rounded up to $1,000 (if below $1,000) and capped at $25,000. Total non-compliance fees during any review cycle shall be capped at $50,000 according to the audit schedule above.
- Once a bill is issued for non-compliance, it must be paid in full, or your token may be downgraded to Basic Access or revoked.
